Blog Camps Abidjan: Bridging the Franco Techno Gap

[Ivoirian blogger Theophile] Kouamouo is now trying to bring many more of his countrymen and women to the blogosphere by organizing a series of “blog camps” around Abidjan in which current Ivorian bloggers can discuss the issues affecting them and show new bloggers how to join their ranks.

For the most part, however, West Africa (and particularly Francophone West Africa) has been left out of the booming global blogosphere. That is starting to change. Panos West Africa, in partnership with Highway Africa and Global Voices, recently announced the winners of the Waxal - Blogging Africa Awards. Next year we can expect to find many more Ivorians on that list as Théophile Kouamouo sets out to organize a series of events that will bring dozens if not hundreds of Ivorians to the blogosphere. Abidjan Blog Camps will also promote more pan-African online interaction by teaming up with existing blog camp movements in Madagascar, Kenya, Uganda, Mauritius, and South Africa.

Malagasy blogger wants Kenyan-inspired transparency initiative

In a recent editorial on civic participation and transparency in Madagascar, blogger Lova Rakotomalala recommends the adoption of Mzalendo, a digital government watch system used in Anglophone Kenya:

On en vient au sujet de l’importance d’une plus grande transparence dans les actions gouvernementales. Si les malgaches ne l’exigent pas, cela ne se fera pas. Par exemple, il me semble important qu’une ligne verte pour le report de suspicions de fraude pour les prochaines échéances électorales (Quelles qu’elles puissent être) soit mise en place et soit gérée par une entité indépendante... Une plateforme numérique citoyenne de contrôle du parlement comme Mzalendo au Kenya serait aussi un progrès considérable. Exiger que le compte-rendu bancaire de toute personne s’engageant dans le cabinet exécutif du pays soit accessible au public est une pratique acceptée dans de nombreux pays.

We come to the topic of the importance of increased transparency in governmental actions. If Malagasies do not demand it, it will not happen. For example, it seems important that a green line for the reporting of suspected fraud for the next election be put in place and managed by an independent entity ... A digital platform for parliament accountability like Mzalendo in Kenya would mean great progress. Demanding that the bank accounts of anyone employed by the country's executive cabinet be accessible to the public is an accepted practice in many countries.

African bloggers ponder the Franco Gap

Carnets d'un étudiant Africain asks (FR) why francophone Africans are less dynamic than their anglophone neighbors. His answer: the difference between catholic and protestant work ethics as well as a tendency in French culture to shun those who succed via hard work.

Anglophone blogger Subsaharska echoes the protestant work ethic theme while reminding us that

when countries in Africa were nonchalantly carved between various European powers, they not only took on the common language of the Colonist, but also a great deal of their religious and cultural ideology.

He adds:

currently countries like Ghana, Kenya, Tanzania, South Africa, and yes, Nigeria are either up and coming or in general, doing quite well. Then on the other hand, countries such as all the Guineas, both Congos, CAR, Cote d'Ivoire, and others still have a ways to go in a great number of issues. There are exceptions to this gross generalization of course in that Senegal and Benin are doing rather well and Zimbabwe is not.

Konngol Afirik, another anglophone blogger adds important nuances to the debate:

The excessive centralization of power and administration in the French way of doing things;

"France has introduced in its colonies the system of direct rule while the British, out of pragmatism, preferred indirect rule. That system has erased all the traditional structures and hierarchies and thus facilitated the emergence of despotic and predatory power";

"The umbilical cord between the former motherland and its colonies was not cut: generally, France exerts a too great political, economic and cultural influence which paralyzes her former colonies. The Heads of State of these formally independent countries are linked to France by defense agreements that keep French troops on their territories, they place willingly their stash in France, accumulating there villas and luxury coaches and so on and French companies control large sectors of the economy."

Des blogueurs Africains s'interrogent sur le Franco Gap

Carnets d'un étudiant Africain se demande pourquoi les africains francophones sont moins dynamiques que leurs voisins anglophones. En guise de réponse, il blâme en gros les différences entre le catholicisme et le protestantisme, ainsi qu'une certaine tendance dans la culture française à dévaloriser ceux qui travaillent dur pour réussir.

Subsaharska, un blogueur anglophone, reprend le thème de l'éthique protestante du travail (EN) en rappelant que

quand les pays d'Afrique furent nonchalamment partagés entre des puissances Européennes diverses, ils prirent non seulement la langue de leurs colons mais aussi une grande partie de leurs idéologies religieuses et culturelles.

Il remarque que le Ghana, le Kenya, la Tanzanie, l'Afrique du Sud et le Nigéria, tous anglophones, se portent plutôt bien tandis que les Guinées, les Congos, La République Centrafrique, la Côte d'Ivoire et autres pays francophones ont beaucoup à faire sur certains plans. (Il souligne cependant des exceptions à cette vue d'ensemble: le Sénégal et le Bénin qui se portent mieux que le Zimbabwe.)

Les Francais ont gouverné directement, contrairement au style indirect des Anglais, effaçant toutes les structures et hierarchies traditionelles et facilitant l'émergence de despotes;

La France a eu plus de mal a couper le cordon ombilical après la colonisation point de vue présence militaire et maintient des liens incestueux avec les nouveaux chefs d'Etat.

Défection du Rwanda vers le British Commonwealth

Le Rwanda, pays francophone d'Afrique Centrale et ancienne colonie Belge est sur le point de se joindre au British Commonwealth selon un article du Guardian (EN). Pourquoi?

L'article parle "d'une forte méfiance à l'égard de la France" tout en soulignant que le Rwanda fait ce choix sans pourtant "avoir eu un rapport colonial avec la Grande Bretagne" et après avoir récemment effectué un rapprochement avec les pays (anglophones) de l'Afrique de l'Est. A noter que le Rwanda a récemment fait de l'Anglais une langue officielle.

Le Rwanda essaierait-il, entre autres, d'échapper au Franco Techno Gap c-à-d au retard technologique que l'on remarque chez les pays francophones d'Afrique? Et surtout, réussira-t-il à empiéter les pays anglophones point de vue technologie? A suivre.

Rwanda about to join the British Commonwealth

Rwanda, a francophone country in Central Africa and former Belgian colony is about to join the British Commonwealth according to this article in the Guardian. Why?

The article cites "a strong distrust of France", after highlighting that Rwanda is choosing this path despite having "no British colonial connection" and after having recently developed a close relationship with (Anglophone) East African states. In passing, Rwanda also recently made English an official language.

Could Rwanda, among other things, be trying to escape the Franco Techno Gap? But most importantly will these changes bridge that gap? We'll be following...

Why translate Ushaidi into French

This summer with a group of activists we advised some Gabonese to kickstart a geo-localized information watch around the presidential election using the open source Ushahidi platform.

We had decided with my friend Malagasy blogger and journalist Andriankoto Ratozamanana aka Harinjaka to implement a platform of citizen watch around the electoral process with the help of young activist Gloria Mika. Through a Facebook group, she was able to bring together a network of activists in Europe and Gabon. The activists she recruited in Gabon would have been instrumental in making the platform work. However, that platform never worked the way we'd hoped.

One of the reasons for our problems in launching Ushahidi-Gabon was the linguistic barrier. Harinjaka who was in Gabon at the time had lots of trouble recruiting and training Gabonese citizens who might use the system.

However Ushahidi could be of great use in the management of health-related crises in Francophone Africa. One might imagine uses in public health: an alert system linked to the malaria epidemic ravaging certain countries in the francophone zone.

I was struck by the relevance of the watch organized successfully thanks to Ushahidi around problems of medication stock failures in pharmacies and clinics in East Africa.

One of the main aspects of our initiative would be the speeding up of translation and the availability of systems like Ushahidi for Francophone African users. Erik Ersman, the director of Ushahidi and one of its founders seems aware of the issue. Here is a blog post he wrote on this issue last April.

Pourquoi traduire Ushahidi en français

Cet été avec un groupe d'activistes, nous avons aidé des gabonais monter un projet de veille d'informations géolocalisées autour des élections présidentielles dans leur pays en utilisant la plateforme de logiciel libre Ushahidi.

Nous avions décidé avec mon ami le blogueur et journaliste Malgache Andriankoto Ratozamanana alias Harinjaka d'épauler une plateforme de veille citoyenne autour du processus électoral. Elle était portée par la jeune activiste gabonaise Gloria Mika. Celle-ci avait réussi à constituer à partir d'un groupe Facebook un réseau d'activistes en Europe et au Gabon. Les activistes qu'elle avait recruté au Gabon auraient été d'une grande utilité pour faire fonctionner la plateforme. Seulement, celle-ci ne fonctionna jamais comme nous l'aurions souhaité.

Une des raisons à ce relatif échec d'Ushahidi-Gabon fut à mon avis la barrière linguistique. Harinjaka, qui était au Gabon à ce moment eût beaucoup de mal à recruter et à former des citoyens gabonais utilisateurs du système.

Pourtant, Ushahidi serait d'une grande utilité pour la gestion de crises sanitaires en Afrique francophone. On pourrait par exemple imaginer une utilisation sectorielle en matière de santé publique pour ce qui concerne les systèmes d'alerte liés à l'épidémie de la Malaria qui ravage certains pays de la zone francophone.

J'ai été frappé par la pertinence de la veille organisée avec succès grâce au système Ushahidi autour des problèmes de rupture de stocks de médicaments dans les pharmacies et dispensaires en Afrique de l'Est.

Une des principales réflexions de notre initiative porterait donc aussi sur l'accélération de la traduction et la mise à disposition de systèmes comme Ushahidi aux utilisateurs d'Afrique francophone. A techno-linguistic bridge for Africa?

The production of online content appears to be denser in the Anglophone African sphere.

The differences in access for Francophone users to tools for online production - blogging tools, access to social sharing platforms, open source and free software, diverse protocols, development tools, programming tools, content development communities - is sizable.

This blog's goal is to foster discussion that would in the long term reduce this barrier or wall which cleaves the Francophone African internet from the Anglophone one. A glance at the Anglophone blogospheres of Kenya and South Africa for example highlights the enormous gap of the one vis-à-vis the other.

To quote a recent post by Ivoirian blogger Théophile Kouamouo: "a sort of 'linguistic Berlin Wall' separates Francophones and Anglophones in particular, who seem to live in parallel universes."

The idea of this initiative starts with an observation. We do not have ready-made solutions to reduce the franco-techno gap or "African technological trap". Maybe you'll help us?

Un pont techno-linguistique en Afrique?

La production de contenus en ligne est en apparence plus dense dans l'espace anglophone africain.

La différence dans l'accès des utilisateurs francophones aux outils qui permettent cette production - outils de blogging, accès aux plateformes sociales de partage, logiciels libres, protocoles divers, outils de développement, outil de programmation - ainsi qu'aux communautés de développement de contenu - est grande.

Ce blog a pour objectif d'ouvrir la discussion qui permettrait de contribuer à une réduction de cette barrière ou mur qui sépare l'Internet africain francophone et anglophone. En observant de près les blogosphères anglophones kenyanes ou sud-africaines par exemple on s'apperçoit rapidement du retard énorme de l'une par rapport à l'autre.

Comme l'écrivait récemment un blogueur Ivoirien (Théophile Kouamouo): "une sorte de "mur de Berlin linguistique", qui sépare notamment les Francophones et les Anglophones, qui semblent évoluer dans des univers parallèles."

L'idée de cette initiative part donc d'un constat. Nous n'avons pas de solutions toutes faites pour réduire le franco techno gap ou "écueil technologique africain". Peut-être nous y aiderez-vous?
