That  is starting to change. Panos West Africa, in partnership with Highway  Africa and Global Voices, recently announced the winners of the &lt;a href="http://globalvoicesonline.org/2009/03/02/africa-winners-of-the-first-african-blog-award-for-journalists-are/"&gt;Waxal  - Blogging Africa Awards&lt;/a&gt;. Next year we can expect to find many more  Ivorians on that list as Théophile Kouamouo sets out to organize a  series of events that will bring dozens if not hundreds of Ivorians to  the blogosphere. Pourquoi?&lt;br /&gt;&lt;br /&gt;L'article parle "d'une forte méfiance à l'égard de la France" tout en soulignant que le Rwanda fait ce choix sans pourtant "avoir eu un rapport colonial avec la Grande Bretagne" et après avoir récemment effectué un rapprochement avec les pays (anglophones) de l'Afrique de l'Est. A noter que le Rwanda a récemment &lt;a href="http://news.bbc.co.uk/2/hi/africa/8382676.stm"&gt;fait de l'Anglais une langue officielle.&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Le Rwanda essaierait-il, &lt;a href="http://news.bbc.co.uk/2/hi/africa/8382676.stm"&gt;entre autres&lt;/a&gt;, d'échapper au Franco Techno Gap c-à-d au retard technologique que l'on remarque chez les pays francophones d'Afrique? Et surtout, réussira-t-il à empiéter les pays anglophones point de vue technologie? Why?&lt;br /&gt;&lt;br /&gt;The article cites "&lt;span style="font-style: italic;"&gt;a strong distrust of France"&lt;/span&gt;, after highlighting that Rwanda is choosing this path  despite having "no British colonial connection"  and after having recently developed a &lt;span style="font-style: italic;"&gt;close relationship&lt;/span&gt; with (Anglophone) East African states. In passing, Rwanda also recently&lt;a href="http://news.bbc.co.uk/2/hi/africa/8382676.stm"&gt; made English an official language. &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Could Rwanda,&lt;a href="http://news.bbc.co.uk/2/hi/africa/8382676.stm"&gt; among other things&lt;/a&gt;,  be trying to escape the Franco Techno Gap?  But most importantly will these changes bridge that gap? Through &lt;a href="http://www.facebook.com/photo.php?pid=9028260&amp;amp;o=all&amp;amp;op=1&amp;amp;view=all&amp;amp;subj=106129964900&amp;amp;aid=-1&amp;amp;id=867265650&amp;amp;oid=106129964900&amp;amp;fbid=292241660650"&gt;a Facebook group&lt;/a&gt;, she was able to bring together a network of activists in Europe and Gabon. The activists she recruited in Gabon would have been instrumental in making the platform work. However, that platform never worked the way we'd hoped.&lt;br /&gt;&lt;br /&gt;One of the reasons for our problems in launching Ushahidi-Gabon was the linguistic barrier. Harinjaka who was in Gabon at the time had lots of trouble recruiting and training Gabonese citizens who might use the system.&lt;br /&gt;&lt;br /&gt;However Ushahidi could be of great use in the management of health-related crises in Francophone Africa. One might imagine uses in public health: an alert system linked to the malaria epidemic ravaging certain countries in the francophone zone.&lt;br /&gt;&lt;br /&gt;I was struck by the relevance of the watch organized successfully thanks to Ushahidi around problems of &lt;a href="http://stopstockouts.org/"&gt;medication stock failures&lt;/a&gt; in pharmacies and clinics in East Africa.&lt;br /&gt;&lt;br /&gt;One of the main aspects of our initiative would be the speeding up of translation and the availability of systems like Ushahidi for Francophone African users. Erik Ersman, the director of Ushahidi and one of its founders seems aware of the issue. Celle-ci avait réussi à constituer à partir &lt;a href="http://www.facebook.com/home.php?#/photo.php?pid=9028260&amp;amp;o=all&amp;amp;op=1&amp;amp;view=all&amp;amp;subj=106129964900&amp;amp;aid=-1&amp;amp;id=867265650&amp;amp;oid=106129964900&amp;amp;fbid=292241660650"&gt;d'un groupe Facebook&lt;/a&gt; un réseau d'activistes en Europe et au Gabon. Les activistes qu'elle avait recruté au Gabon auraient été d'une grande utilité pour faire fonctionner la plateforme. Seulement, celle-ci ne fonctionna jamais comme nous l'aurions souhaité.&lt;br /&gt;&lt;br /&gt;Une des raisons à ce relatif échec d'Ushahidi-Gabon fut à mon avis la barrière linguistique. Harinjaka, qui était au Gabon à ce moment eût beaucoup de mal à recruter et à former des citoyens gabonais utilisateurs du système.&lt;br /&gt;&lt;br /&gt;Pourtant, Ushahidi serait d'une grande utilité pour la gestion de crises sanitaires en Afrique francophone. On pourrait par exemple imaginer une utilisation sectorielle en matière de santé publique pour ce qui concerne les systèmes d'alerte liés à l'épidémie de la Malaria qui ravage certains pays de la zone francophone.&lt;br /&gt;&lt;br /&gt;J'ai été frappé par la pertinence de la veille organisée avec succès grâce au système Ushahidi autour des problèmes de &lt;a href="http://stopstockouts.org/"&gt;rupture de stocks de médicaments&lt;/a&gt; dans les  pharmacies et dispensaires en Afrique de l'Est.&lt;br /&gt;&lt;br /&gt;Une des principales réflexions de notre initiative porterait donc aussi sur l'accélération de la traduction et la mise à disposition de systèmes comme Ushahidi aux utilisateurs d'Afrique francophone. Erik Ersman, le directeur de projet d'Ushahidi et un de ses fondateurs est sensible à la question. A glance at the Anglophone blogospheres of Kenya and South Africa for example highlights the enormous gap of the one vis-à-vis the other.&lt;br /&gt;&lt;br /&gt;To quote a recent post by Ivoirian blogger &lt;a href="http://kouamouo.ivoire-blog.com/archive/2009/10/27/un-mur-de-berlin-linguistique-divise-le-web-africain.html"&gt;Théophile Kouamouo&lt;/a&gt;: "a sort of 'linguistic Berlin Wall' separates Francophones and Anglophones in particular, who seem to live in parallel universes."&lt;br /&gt;&lt;br /&gt;The idea of this initiative starts with an observation. En observant de près les blogosphères anglophones kenyanes ou sud-africaines par exemple on s'apperçoit rapidement du retard énorme de l'une par rapport à l'autre.&lt;br /&gt;&lt;br /&gt;Comme l'écrivait récemment un &lt;a href="http://kouamouo.ivoire-blog.com/archive/2009/10/27/un-mur-de-berlin-linguistique-divise-le-web-africain.html"&gt;blogueur Ivoirien&lt;/a&gt; (Théophile Kouamouo):  "&lt;span style="font-style: italic;"&gt;une sorte de "mur de Berlin linguistique", qui sépare notamment les Francophones et les Anglophones, qui semblent évoluer dans des univers parallèles.&lt;/span&gt;"&lt;br /&gt;&lt;br /&gt;L'idée de cette initiative part donc d'un constat.
