Rwanda about to join the British Commonwealth

Rwanda, a francophone country in Central Africa and former Belgian colony is about to join the British Commonwealth according to this article in the Guardian. Why?

The article cites "a strong distrust of France", after highlighting that Rwanda is choosing this path despite having "no British colonial connection" and after having recently developed a close relationship with (Anglophone) East African states. In passing, Rwanda also recently made English an official language.

Could Rwanda, among other things, be trying to escape the Franco Techno Gap? But most importantly will these changes bridge that gap? We'll be following...
